Yes

Why?

Because each crane is different and has diferent operational conditions and caraistics. The same in one type of cranre can not be said about another type of crane. Most have different operational requirements.

Yes there could be secondary risks, I don't feel it would make the operation of various cranes safer iether. this would be down to the training and operation of a specific crane.

If there are other alternatives, what are these and how would they improve crane safety and the operation of crane licences?

In my opionion it would be better to have a log book system, but that would not garenty the ohnesty of the log book and validaty of the system.
Could be an age suitably training, a time served system, an Apprentichip system, again we need to have some validaty and accountability, on who is signing these documents.
We would need to look at the cost not only in moneytary value, but also time cost, If we straight away put these in to place, I don't think we would keep up to the requrements the industries that use crane operators.
We need to concentrate, in my opinion, just like any other industry Builder, Mechanic, Construction, Mining.
Again validation of there exposer to suitable training and valid signatures.
Gaining the licence then straight into operation of the crane without any further training will not be the safest way to carry on./ But gaining the licence then an appretiship with log book might be the way to go. We would not be able to do it by type of lifts, as these our many varied and not consistant of type or time in some industries.
We could make it a graduation of licence as the DoT with driver licences. this would give time and exposure, but then we would have to look at crane types and licence types to bring in new groups or types of crane licence.

Yes

Why?

This is the most confused licence in the system, Some states have "you need a licence some mines require you to have a licence, some don't. This type of equipment has a specific set of operation rules and should be the same whether it is 100kg or 10,000kg lifting capabilities. Dogman or, no Dogman needs to be clarified.

In mu opinion, You can't train out stupidy or short cuts, it would have no bearing at this point in time on my industry. as we work to the higest and safest at all times.

I don't think there is any alternatives, keep it smiply and easy to understand, but don't make it hard to obtain a licence.

Yes, Keep the licence system the same, but one licence for all Mobile cranes no wait restriction in the operation of the crane the crane capacity would regulate that.

No impact at all, would clear up some confusions in the licenceing rules would make it safer but again you cannot stop the short cuts.

On all machines talked about Clarification, Voc 's and a personal log book covering all equipment operated may clear up any confusion if they have operated this type of equipment before and it would in my opinion cut down on the safety issues with various industries. I am a great believer of one or a few, operators to one crane not every man and his dog on site operating the crane or equpment on the site.

I don't think so, yes it could do only time will tell and data collected.

Under the proposal, trainee crane operators who are gaining practical experience will need to be supervised by a suitably qualified competent person in the workplace. What types of qualifications and experience should the supervisor signing off the logbook have?

Voc, on the piece of equipment they are signing them off on. But this is best done by the Trainer and training department. Validaty.

Should a person gaining practical experience have to be employed in a business that operates a crane? Are there alternative ways the person could gain practical experience?

Yes for the type of crane they are going to get trained on. No I think this will be costly for you to get experience on a crane if it is a RTO with a crane and what time frame or hours of operation would you put on the training.

Yes, I currently VOC personnel on 3 of the above and different personnel have different learning abilities and capabilities on various machines. demestraighting thier ability to operate the piece of equipment. We will never be able to show them every lift they might or might not complete, but they will all get the basics on the above time frames with the attitude during the VOC.
There should be entry exam that would give the RTOI Trainer a guide line for his supervision or his ability and suitability for the position.

Yes

Why?

These can be a very danger piece of equipment, but again there is a lot of confusion in the system of what you need, to what or piece of equipment they are using it for.

Not sure, just the agricultral industry as this is widley used there for various duties, Mining and Construction industries also widley use them but the attachments differ.

Yes, One Licence covers all attachments for a telehandler, weather it is telehandler or telehandler with slewing capabilities and stabilisers.
