The current requirements are at odds with the objectives of crane licencing which are to ensure hat operators have the skills and experience to operate cranes. We support that experience should also extend to dogging as well as crane operation.

The adoption of practical experience would make the workplace safer for all in the workplace and reduce risk, thus reducing total cost associated with cranes.
What factors would impact the success of a logbook system for cranes? What are the most important considerations in designing a logbook system for you and your organisation?
None. The new operators required to conform would not have a cultural objection. A key consideration is a mechanism so as to ensure that work whilst under a logbook is completed under competent supervision.
Under the proposal, trainee crane operators who are gaining practical experience will need to be supervised by a suitably qualified competent person in the workplace. What types of qualifications and experience should the supervisor signing off the logbook have?
Should hold the licence in the class the operator is seeking to gain. Should be a regular user of the licence in that workplace. Should have held the licence for a period of no less than 2 years without incident. Should have been provided training in supervision/coaching/mentoring.
Should a person gaining practical experience have to be employed in a business that operates a crane? Are there alternative ways the person could gain practical experience?
They will require access to a crane of the class they are seeking a licence.

Do you support the proposal for structural changes to align training to specific skills and crane functions?
Why?
Establishing a baseline of skills required for all crane licences would ensure consistency (and hopefully quality) outcomes. This does need to be qualified by when these skills/training is attained and whether they have been in regular use. Baseline training 5 years ago with no use of a crane in the meantime would be dangerous for the purpose of RPL.
What factors would impact the success of the proposed new crane licence model?
We have concerns regarding the proposal that dogging not be a prerequisite for bridge and gantry crane licence. This proposal makes an assumption that the loads to be lifted, that selection of the method of lifting (by considering the nature of the load, its mass and the centre of gravity) are the same, and inspecting and determining suitability of lifting gear remains unchanged.
