We agree that risk between different types of crane is probably greater than risk between the same type of crane of different capacities in many instances although in our experience, it is the larger cranes that undertake more complex lift's than smaller cranes of the same type. Another training consideration here is how de rating will be managed as well as different load charts when the same crane is re configured.

It would create cost and stop a lot of work if experienced crane drivers where required to re train to obtain two or more licences that were previously covered by one.
Do you support the specific proposal for vehicle loading cranes?
Why?
As long as didn't mean an experienced driver has to retrain to get another licence. Currently a C2 and up also covers a CV.
Do you support the proposal for practical experience for operators?
Why?
We agree that Dogging experience is vital before learning to drive a crane.

Dogging experience will make the work safer. We think the current Dogging training is sufficient to get a start. But then at least one year of Dogging should be done before training for a crane.
What factors would impact the success of a logbook system for cranes? What are the most important considerations in designing a logbook system for you and your organisation?
On the job competency assessment is good in theory but usually slow to achieve. It depends on how driven the worker is and how thorough and willing the person doing the assessment is. Log books can be a challenge getting workers to complete and/ or getting other experienced operators to sign off. There is merit in having a trainer and assessor independent of the company as long as it is thorough.
Under the proposal, trainee crane operators who are gaining practical experience will need to be supervised by a suitably qualified competent person in the workplace. What types of qualifications and experience should the supervisor signing off the logbook have?
At least 3 years with the same licence or higher and a brief (half day) assessment from an RTO to be able to sign people off.
Should a person gaining practical experience have to be employed in a business that operates a crane? Are there alternative ways the person could gain practical experience?
Probably only through an RTO and at their own expense. But this training should be more intensive and of a shorter duration.

Vehicle loading cranes are usually less complex than slewing mobile cranes and don't need a dogman in many cases.
Do you support the proposed new licences for telehandlers, piling rigs and straddle carriers?
Why?
We are surprised there is not one already. Piling rigs are top heavy and intricate and telehandlers are possibly more dangerous than a forklift truck

We would need to have workers obtain the licences, even though they already have the experience. We are not sure how the on the job experience/ Supervision would work if they already have it.

We think suspended load and work platform could be included in the five days telehandler experience.

Why?
There a are a of different risks to operating on land.

We already cover this in house as we are a marine company with vessel cranes.
What factors would impact the success of the proposed new crane licence model?
Finding the right person to do the training could be difficult.. This would need to be someone with a strong maritime back ground, eg: Master or Engineer on a cargo vessel with its own cranes or a naval architect experienced with barge cranes or ship cranes.
