Do you support the specific proposal for slewing mobile cranes?

Yes

Do you support the proposal for practical experience for operators?

No

Why not?

I prefer the simplicity of Basic Intermediate and Advanced Rigging allowing learner to ‘crawl before they walk’, somewhat a natural progression. A base license with Electives would be a nightmare for workers away from work to get all of these done, RTOs needing additional resources instead of worker gaining experience on a construction site on the job under supervision of someone more experienced within their workforce.

Practical Experience vs. Licensing: It’s important to recognise that a license alone doesn’t always equate to practical competence. A license certifies that someone meets a standard at a specific moment but does not ensure ongoing proficiency. At our crane hire company, we employ new staff based on their licenses but then assess their practical skills on the ground. This approach ensures that operators are not only licensed but also suitably skilled and experienced. The proposed changes may inadvertently overlook this critical aspect, potentially compromising the effectiveness of training and safety.
Role of Training: We emphasis on specialised training tailored to the needs of the industry. Our trainers assessors who are also active crane crew members, is a strong point. It ensures that your training is current and directly relevant to industry needs. By integrating real-world experience into our training, we ensure that our courses reflect the latest industry standards and practices. This focus on practical, hands-on training is a significant strength that helps bridge the gap between theoretical knowledge and real-world application.

What factors would impact the success of a logbook system for cranes? What are the most important considerations in designing a logbook system for you and your organisation?

Since establishing our RTO in 2014, I have encountered the significant difficulties inherent in operating as an RTO. The sector is heavily regulated, which drives up operational costs. The scarcity of qualified trainers and the constant changes in training requirements and resources exacerbate these challenges. Training is fortunate to benefit from the financial support of our crane hire division. However, I recognise that many RTOs, lacking similar support, are struggling to stay afloat. This financial strain can lead some RTOs to cut corners in an attempt to remain viable. While such practices are unacceptable, understanding the financial pressures that drive them is crucial. The added red tape and change of stringent regulations will strain resources and impact the quality of training while the framework is introduced.
