Straddle Carriers - Dont believe an external license with training in a different environment (Ports) on different machines is improving the safety and business viability of marine boatyard operations

Marine Travel Lift/Straddle Carrier operators are difficult to source and employ. To continue to operate a successful, ongoing boatyard operation our business issues logbooks and train’s multiple current staff, from varying marine employment types, inhouse to assist current yardmen and operators. Once competent, confident and experienced, our business then enrols eligible staff into the MIA Straddle Carrier course.
We believe if another course became the prerequisite, we would have difficulty maintaining a functioning yard due to increased, and possibly less specific, training requirements.
We don’t believe it will make a safer boatyard as shipyard/port straddle lift carrier operations are entirely different to boatyard/boatlift operations. Inhouse, on the job competency training, inductions and familiarizations to a boatyards specific machines and operating characteristics is a proven way of bringing new, safer operators up through the ranks with the required experience
We have had a safe and successful history with this model of training coupled with the MIA course
What factors would impact the success of the proposed new licences?
Training will not be specific to the machines and lifting characteristics of marine travel lifts
Are there alternatives to the proposals proposed, including non-regulatory options? What are these, and how would they improve crane safety?
Continue with current format of MIA Straddle Carrier Operation and Management Certification after on job training and experience, or recognize this certification as a license
I could not see a boatyard allowing an inexperienced, untrained operator to perform these duties. On the contrary, lifting boats requires specific knowledge and understanding of the particular machine, the yard it works in, and the types of vessels it lifts. Any yard would ensure all these items are trained thoroughly before operator is enrolled in MIA’s course and deemed competent in the particular yard
