Safe Work Australia is consulting on options to improve the safety of quad bikes when used in the workplace.
Consultation feedback
The discussion paper Options to improve quad bike safety in the workplace outlines potential regulatory and non-regulatory options to improve safety outcomes. The purpose of the consultation is to gather public views on whether these options would help manage the unique risks associated with quad bikes used in the workplace.
The proposed options are:
Requiring operator protective devices (OPDs) to be fitted on all quad bikes when used in the workplace.
Mandating helmets are worn on all quad bikes when used in the workplace.
Restricting the carrying of passengers on operator-only (type 1) quad bikes when used in the workplace.
Restricting the use of all quad bikes in the workplace to 16 years of age and over.
Improving quad bike data collection processes (non-regulatory).
Conducting targeted quad bike safety communication activities (non-regulatory).
Each option is expanded on in the discussion paper and includes questions for your feedback.
Consultation process
All stakeholders with an interest in improving safety when quad bikes are used in the workplace are encouraged to participate in the consultation.
Please note the options in this paper are offered for consultation purposes only. They are subject to change in response to further evidence, policy analysis and feedback from consultation processes.
Safe Work Australia will use the feedback received in response to the discussion paper and the supporting economic impact analysis to prepare advice for consideration by Safe Work Australia Members and WHS ministers.
Making a submission
Submissions are sought by 11.59 pm (AEST) Monday 1 June 2026. Submissions can be made by completing the survey under the Have your say section. You can respond to the questions in the discussion paper by completing an online questionnaire or by uploading your own written submission.
Demographic data will be collected as part of this process through completing the submission form.
